우리나라의 마을공동체는 정부의 적극적인 지원으로 늘어가고 있지만, 공동체 지속성에 대한 문제는 계속 제기되고 있다. 양적인 공동체의 증가가 아닌 질적인 측면의 공동체 성장과 공동체가 지속될 수 있는 방향성에 대한 고민이 필요한 시기이다. 따라서 본 연구는 정책집행환경을 분석하여 문화기반 마을공동체가 지속가능하며, 성숙한 공동체가 되는 방향성을 제시하고자 하였다. 연구방법으로는 질적사례연구방법을 채택하였고, 연구사례는 안산 사동 ‘감골주민회’, 안산 대부동 ‘상동공동체’, 안동 신세동 ‘그림애문화마을’로 문화기반 마을공동체의 성공사례를 선정하였다. 연구결과, 첫째, 사회․정치 요인에서 정책결정자의 정책에 대한 관심과 대중매체를 통한 인지도는 관계자의 인식을 변화시키고, 공동체의 활동이 정책적 지원을 받는데 중요한 역할을 하는 것으로 나타났다. 둘째, 정책집행내용 요인 자체의 일관성과 명확성은 잘 드러나 있지만, 적절성 부분에서는 현장과의 괴리가 생기지 않도록 공동체가 사업내용을 잘 숙지할 수 있는 매뉴얼과 중간관리조직의 역할이 중요한 것으로 나타났다. 셋째, 정책집행자원 요인에서 공간지원은 공동체의 활용 여부에 따라 차등 지원이 필요하였으며, 인적자원은 공동체의 성장에 주요한 요인으로 나타나 다양한 정책적 지원이 요구된다. 본 연구는 문화기반 마을공동체에 대한 시스템적 접근 연구를 기반으로 정책집행 분석 모형을 도출하여, 문화기반 마을공동체의 사례를 분석함으로써 정책집행환경을 분석하고, 공동체 성장의 방향성과 실천적 함의를 제시하는 데 의의가 있다.
This study identifies the necessary environment for a culture-based community to be a sustainable mature community. Based on the concept of community, community development factors and stage of development, culture and arts concept, and policy implementation theory, this study derived and analyzed policy execution analysis models suitable for culture-based community projects. A qualitative case study method was adopted as a research method, and the “Gamgol Community” in Sadong, Ansan, “Sangdong Community” in Daebu- dong, Ansan, and “Grimae Village” in Sinse-dong, Andong were selected a success stories of culture-based communities. The analysis revealed that the policy execution environment of culture-based communities was insufficient to implement policies smoothly, but the goal setting and publicity of the community considering the characteristics of local culture and community participants played an important role. Second, space support in policy enforcement resources was required depending on whether the community was utilized, and human resources were a major factor in the growth of the community, indicating the need for various policy support. Third, although the consistency and clarity of the policy implementation contents itself are well revealed, the communities were found to be well aware of the project details and was in a state where its purpose was consistent. This study is meaningful in presenting the direction and practical implications of community development by deriving the model of policy execution analysis based on the systematic study approach toward culture-based communities.
