본 연구는 제도적 환경변화로서 탈시설 정책에 대한 장애인거주시설장의 인식과 대응전략을 탐색하여 장애인거주시설의 환경관리 방안을 제시하는 것이다. 연구참여자는 장애인거주시설장 5명이며, 심층면접을 실시하여 질적 분석을 하였다. 연구주제는 탈시설 대두 배경에 대한 인식, 탈시설화의 의미, 제도적 환경변화로서 탈시설 정책에 대한 인식, 탈시설 정책에 대한 대응전략 4가지로 분류되었다. 장애인거주시설장들은 거주시설의 인권문제 등으로 탈시설 운동이 시작되었고, 학계가 이론적 기반을 조성해왔고, 정부의 정책추진으로 이어졌다고 인식하였다. 그들은 탈시설을사회통합과 시설폐쇄의 의미로 정의하였고, 탈시설 정책 추진을 통한 제도적 환경변화를 불확실성과 헤게모니 문제로 인식하였다. 탈시설 정책에 대한 대응전략은 변화수용하기, 공동대응하기, 경쟁력 높이기로 분석되었다. 장애인거주시설장은 탈시설 정책 추진에 따른 제도적 환경변화에적응하기 위해 클라이언트, 서비스, 예산, 조직 내⋅외부 변화를 관찰하여 불확실성에 대처해 나가야 한다.


This study is to suggest the environmental management measures of the residential facilities for people with disabilities by exploring the perception and countermeasure of the facilities for people with disabilities in regard to deinstitutionalization policy as institutional environmental changes. The study participants were 5 heads of residential facilities for the people with disabilities, and the qualitative research method was conducted through in-depth interviews. The research topics were categorized into four types: awareness of the background of the deinstitutionalization, meaning of the deinstitutionalization, awareness of deinstitutionalization policy as the institutional environmental changes, and countermeasures for the deinstitutionalization policy. The heads of residential facilities for people with disabilities recognized that the deinstitutionalization movement started with human rights issues in residential facilities, and then academic community had formed a theoretical foundation in which eventually led to governmental policy enforcement. They defined the deinstitutionalization as the meaning of social integration and facility closure, and accepted institutional environmental changes through deinstitutionalization policy as uncertainty and hegemony. The countermeasure for deinstitutionalization policy was analyzed to accept changes, co-response, and increase competitiveness. In order to adapt to institutional environmental changes through deinstitutionalization policy the head of the facilities for people with disabilities should observe clients, services, budgets, and internal and external changes to cope with uncertainty.
