우리 사회의 가장 큰 이슈중의 하나는 인구고령화 현상이다. 이는 한 국가의 인구구조 내에서 65세 이상 고령층 인구가 차지하는 비중이 증가하는 현상을 의미한다. 인구고령화는 평균수명과 기대여명의 상승 → 장애여명 확장 → 일상생활 동작수행(ADL)에 곤란을 겪는 기간 증가 → 복지용구 의존성 심화로 이어지는 유발과정을 거쳐 복지용구시장에 큰 영향을 미치게 된다. 그런데 국가 재정부담에 따른 노인의료·장기요양 정책기조의 변화와 저출산, 가족해체 등 가족구조의 변화에 따라 노인의 자립을 돕고 삶의 질을 높일 수 있는 복지용구의 중요성은 더욱 커지고 있고, 노인인구 증가에 수반하여 복지용구시장 규모가 확대될 것으로 추정되고 있다. 복지용구는 노인들로 하여금 자신의 집에 머물면서 독립적으로 생활할 수 있도록 하는데 매우 중요한 역할을 한다. 복지용구의 사용여부는 그들의 독립성, 삶의 질, 자기존엄을 유지하느냐, 상실하느냐의 차이를 가져오게 되며, 복지용구가 노년기에 수발보호 의존도를 감소시키는데 기여했음이 증명되었다. 노인인구가 20%를 넘어선 일본은 개호보험법과 복지용구의 연구개발 및 보급 촉진에 관한 법률을 제정하여 고령화에 대응하기 위한 노력을 기울이고 있는데, 개호보험제도 도입전후로 이용자 의식, 유통시스템, 판매처 등에 있어 시장환경에 많은 변화가 발생하였다. 2009년도 복지용구시장 규모는 1조 1,184억엔으로 추정되고 사회참여지원기구, 이동기기, 퍼스널케어, 가구·건물 등은 꾸준한 성장세를 기록하고 있다. 수출도 증가할 것으로 추측되고 있기는 하나, 아직까지는 국내시장 출하가 96.2%로서 국내지향성이 매우 강한 것으로 파악되고 있다. 일본의 복지용구산업은 동아시아 지역, 미국 유럽 지역 등과 국제분업체제를 구축하고 있고 국내 유통시스템의 효율화를 도모하고 있는데, 일본의 각종 현황은 고령화시대의 복지용구에 관하여 정책적으로 시사하는 바가 크다.
In countries around the world the number of persons in need of care has increased due to rapid population aging, and the need for long-term care continues to grow. Also, the declining birthrate, particularly of this country, is widely projected to add to financial difficulties for long-term care. Under these circumstances, welfare devices gain importance as a way to reduce long-term care expenditure. Further, as the better the quality of welfare devices, the more they contribute to the independence of the elderly in many ways, the development and promotion of high-end technology is much sought after among those engaged in the provision of welfare devices, and, as a result, the performance of overseas welfare devices industries has become a subject of keen interest to Korea. In this study, we examine the effect of population aging on the welfare devices market and changes in the market environment after the introduction of the long-term care insurance system. The authors also take an overview of the current state and the business models of the Japanese welfare devices industry to draw policy implications for Korea.
