The three objectives of this study are: (i) to prescribe a range of sports; (ii) to grant points by professional competitions in each sport; and (iii) suggest an appropriate grade of award by given points in order to develop award criteria for professional athletes who enhance national prestige by playing in a foreign country. 1) Development of the Logic of Award for Professional Athletes Government has awarded prizes to professional athletes who have enhanced national prestige by competing in a various sports tournaments and leagues in foreign countries not as national athletes but as individuals. Thus this study develops and suggests the logic which underlies an award system for them. 2) Analysis of the previous government award cases for professional athletes It was analyzed that 14 athletes received awards from the Ministry of Culture, Sport and Tourism among professional athletes who played an active part in leagues of foreign countries, as well as the logic of award. Finally, on the basis of the guidelines for award developed in this study, we recalculated award points given to the previous award winners and analyzed adequacy of the cases of award. 3) Investigation of foreign cases we collected policies and guidelines for awards of the three countries, the United Kingdom, China and Australia, and their policy implications were reflected in the development of the guideline for award. 4) Development of the guideline for award based on performances of professional athletes The research investigated a range of sports for award and divided into a level of tournaments and leagues in line with different developmental modes of sports. The study produced appropriate points in line with the level of competitions and their performances and presented the grade for award based on the given points.
