다양해지고 복잡해는 지는 재난 발생 양상과 인구고령화와 같은 재난 관리의 난맥은 각종 재난관리 자원의 가외성을 발생시켜 재정적 여력이 부족한 지방자치단체의 재난관리 역량에 한계를 드러내게 한다. 이를 해결하기 위해서는 민간 자원에 대한 신속한 공유와 사전 협력이 중요하다. 이는 재난회복탄력성과 밀접한 관련을 가지며, 사회적 협력을 촉구하는 근거가 된다. 본 연구에서는 충청남도의 광역 및 기초지자체의 공무원과 민간부문 재난안전네트워크 참여자간 소통 패턴과 구조를 알아보기 위해 협력 네트워크를 분석하였다. 충청남도에서는 행정안전부와 충청남도 재난안전실이 가장 중심적인 역할을 수행하고 있었었으며, 이와 함께 충청남도 소방본부와 32사단, 소방청, 태안군, 대한적십자사 충남지사, 충청남도 자원봉사센터 등이 중추적인 역할을 수행하고 있는 것으로 나타났다. 자치행정과의 경우, 재난 분야에 한정된 부서가 아님에도 불구하고 주요 업무로 전반적인 행정의 총괄 및 기획, 조정 그리고 관내 시민단체 운영 현황 및 관리 및 예산 및 보조금 등을 담당하고 있기 때문에 다양한 행위자와 관계를 구축하며 연결망 속에서 중심역할을 수행하는 것으로 분석되었다. 최근 재난 부문에서 민간 자원의 활용과 투입을 통해 공공조직이 가지는 한계를 보완하고자 하는 민관협력이 강조되고 있는 점에 비추어 대한적십자사 충남지사, 충청남도 의용소방대연합회, 자율방재단연합회, 충청남도 자원봉사센터, 해병전우회 등과 같은 시민단체가 네트워크에서 중요한 역할을 수행하고 있으며, 지자체의 경우 당진시와 천안시가 중심에 위치하며 중추적인 역할을 수행함과 동시에 매개자의 역할도 수행하고 있는 것을 알 수 있었다. 이를 바탕으로 효율적인 방재자원의 흐름과 민관협력 프로그램 개발 및 주변지역과의 연계를 강화할 수 있는 방안 마련에 활용할 수 있을 것이다.
In this study, a cooperative network analysis was conducted to find out the communication patterns and structures between public officials in the metropolitan and basic municipalities of Chungcheongnam-do and participants in the disaster safety network in the private sector. Disaster occurrence patterns are diversifying. It creates the extravagance of various disaster management resources, revealing the limitations of local governments' capacity to manage disasters. In order to solve this problem, it is important to quickly share private resources and cooperate in advance. Cooperation is closely related to disaster resilience. Recently, public-private cooperation has been emphasized in the field of disaster management. It is important that various civic service groups play an important role in the network. In the case of local governments, Dangjin-si and Cheonan-si are located in the center, and it can be seen that it plays a pivotal role as well as a mediator. Based on this, it is possible to develop an effective flow of disaster prevention resources and develop public-private cooperation programs. And it is possible to derive a way to strengthen the connection with the surrounding area.
