이 논문은 한편으로 대학통합네트워크가 한국 사회의 주요모순인 지위권력과 공간 권력의 독점을 해결하기 위한 가장 중요한 정책 중 하나라고 주장하고 다른 한편으론 대학통합네트워크가 어떤 방향으로 가야 하는지를 논의한다. 이 논문은 대학통합네트 워크가 국내 대학서열체제를 타파하는 평준화 전략인 동시에 세계적 대학체제로의 질적 도약이라는 정체성과 비전을 가져야 한다고 주장한다. 이를 한마디로 정의하면 ‘상향평준화’다. 기존의 논의는 대학통합네트워크의 국가적 차원과 지역적 차원에 초점을 맞추었지만, 이 글은 여기에 글로벌 차원을 덧붙인다. 왜냐하면 현재 한국 대학체제의 위상과 전략은 글로벌, 내셔널, 로컬의 다차원적인 기회와 제약의 구조 속에서 작동하 기 때문이다. 대학통합네트워크가 추구하는 세계적 대학체제는 다른 말로 ‘연구중심대학’ 체제를 일컫는다. 대학통합네트워크는 평준화를 위해 형식적으로는 파리 대학을 모델로 하고 있지만 내용적으로는 연구중심대학 모델인 캘리포니아 대학체제(University of California System) 모델을 따르고 있다. 곧 ‘상향’은 캘리포니아 대학체제 모델로부터, ‘평준화’는 파리 대학 모델로부터 빌려와서 섞는 복합 모델(hybrid model)이다.
This article claims that the Joint University Network is one of the most important policies that can solve the monopoly of power for status and space which exist as primary contradictions beyond the scenes of higher education in Korean society. The Joint University Network should function as an equalization strategy to remove hierarchy of Korean universities as well as upgrade the quality of the overall system to a world-class university system. Simply defined, the Joint University Network is a policy tool for ‘upward equalization’ of the universities. Previous studies on the topic of Joint University Network dealt with its local and national dimensions, but this article adds a global dimension. Such additional view derives from the fact that the current topology and strategies of the Korean university system operate within a structure of multi-dimensional opportunities and restrictions on local, national, and global levels. A world-class university system pursued by the university network refers to a research-oriented university system. While this network models after University of Paris for its basic form of equalized universities, it takes a combined approach in following the University of California’s System to enhance substantial aspects of its quality. In this regard, the network forms a hybrid model, with ‘upward’ aspect coming from the University of California’s model and ‘equalization’ aspect from France’s higher education model of University of Paris.
