한국 지방정치의 후진성을 극복하기 위한 필수과제인 정책선거의 정착을 위해서는 매니페스토 공약에 대한 이행평가가 엄격하고 객관적으로 이루어져야 한다. 그것은 바로 공약이 그저 당선을 위한 수단이 아닌 새로운 지방정부 4년의 정책프로그램이라는 믿음을 줌으로써 유권자들의 공약에 대한 신뢰와 관심을 이끌어 낼 수 있기 때문이다. 이행평가가 이처럼 중요함에도 불구하고 아직 객관적이고 정확한 평가지표가 부족하며 대부분 달성도를 평가하는 데 치중되어 있다. 이에 따라 정책적 정향이나 성과 등을 종합적으로 평가하기가 어려우며, 지방자치의 본질인 주민참여나 정치적 투명성 등에 대한 평가도 불가능한 실정이다. 이러한 문제를 해결하기 위해 이 논문에서는 새로운 로컬 공약이행평가지표인 POP지표를 제시한다. 새 지표는 당선자의 공약 이행도뿐만 아니라 정책 기조, 그리고 이행 성과를 다면적으로 평가함으로써 자치단체의 공약사업을 입체적으로 파악할 수 있게 해주고 정책감시의 수준을 한 단계 높여줄 것으로 기대된다.
In local elections in Korea, the personal popularity of the candidates and the strength of their organizations and financial support have ruled as deciding factors to win instead of the policies that were displayed by the candidates. To overcome this underdevelopment in local politics in Korea, it is necessary to establish an election atmosphere with emphasis on the policies, and for that it is crucial to set up a through and objective pledge tracking system. However, the already existing evaluation indicators have mainly focused on the achievement rates of the pledges instead of pursuing a comprehensive evaluation of the policies. To solve this problem, this paper introduces a new evaluating indicator system, "the POP Indicator", which enables a many-sided evaluation on pledge enactment, policy orientation and policy performance of the candidates. This new indicator provides the voters with a multidimensional view of the local governments pledges, and through this it is expected to contribute to an establishment of a step higher policy monitoring system.
