지방자치를 위한 주민들의 참여와 역할을 강조하는 주민자치는 지방자치 발전과 풀뿌리 민주주의 실현을 위해서 매우 중요하다. 최근 주민자치의 개념에 대한 논의와 함께 주민자치를 위한 제도적 노력이 이어지고 있다. 본 연구는 이러한 주민자치가 현실화되고 실질적인 힘을 발휘하기 위해 주민자치 성과에 영향을 주는 요인을 투입과 과정이라는 시스템적 측면에서 접근하였다. 그리고 주민자치에 대한 인식, 주민자치 성과에 영향을 주는 요인에 대해 주민과 주민자치위원을 비교분석하였다. 분석결과 및 함의점은 다음과 같다. 첫째, 주민자치 성과에 투입요소보다는 과정요소가 더 큰 영향을 주었다. 따라서 주민자치 성과 극대화를 위해서는 과정요소에 우선적으로 집중해야 한다. 둘째, 리더십 등 투입요소도 주민자치가 성공하기 위한 영향요인으로 주민자치를 위한 구성원의 특성도 고려해야 한다. 셋째, 주민자치에 있어서 행정의 역할에 대한 재검토가 필요하다. 행정의 지원이 주민자치 성과에 부정적이라는 인식이 존재한다. 넷째, 주민과 주민자치위원간의 주민자치 제도에 대한 인식차이를 고려할 때, 주민과 주민자치위원간의 관계 또한 주민자치 제도를 운영함에 있어 필히 고려되어야 할 요소이다.
The residents autonomy that emphasize the participation and role of residents for local autonomy is very important for the development and grassroots democracy realization of local autonomy. With the discussion about the concept of the residents autonomy, the Institutional efforts for the resident autonomy are followed. This study is systemic approach that the input and process affect the output(result) of the resident autonomy. And this study is comparative study between resident and resident autonomy committee about recognition of residents autonomy and the factors that affect the result of the residents autonomy. The Inputs are consist of diversity of members, representativeness, leadership, active participation, capacity, network, and, conditions. The Process are consist of the objectivity of the system operation, sufficient information provision and sharing between the stakeholders, the transparency of decision-making, the active exchange of ideas, and the enough communication beyond the regular meeting. And, the performance(result) are responsiveness, reflecting the benefit of the community, the improvement of the service, the development of local communities, satisfaction of citizens, and the like. The result of analysis and implication are as follows. First, rather than the input element to the outcome of the residents autonomy, elements of the process had a major impact. Therefore, in order to maximize the outcome of the residents autonomy, the process elements must be concentrated preferentially. Second, it is then also required consideration of the input element. Third, there is a need for careful review for the role of government in the residents autonomy. the support of the government effect negatively to the result of the residents autonomy. Fourth, There is the differences in the perception of residents autonomy system between residents and residents autonomy committee. So, when the residents autonomy system is operated, the relationship between the residents and the residents autonomy committee also should be always taken into account.
