본 연구는 21세기 들어 보수화 경향을 보이고 있는 일본의 교육개혁을 살펴보기 위한 것으로, 특히 아베 정권하에서 만들어진 교육재생회의를 중심으로 교육개혁의 논쟁점을 알아보고자 한다. 우선, II장에서는 일본 교육개혁에 대한 최근의 보수화 분위기와 교육기본법 개정에 대하여, 그리고 III장에서는 교육재생회의의 성격과 제1차, 2차 보고서 내용 및 논쟁의 중심이 되고 있는 여유교육(ゆとり敎育)을 중심으로 학력 논쟁에 대해 알아보았다. 본 연구를 통해 밝혀진 내용은 다음과 같다. 첫째, 일본 교육기본법은 제정된 지 60년 만에 개정(2006.12.15)되었는데, 이는 2000년 오부치 정권 때부터 시작된 교육개혁국민회의의 정신을 완성한 것으로, 일본 교육의 기본방향을 바꿔주는 중요한 사건이다. 둘째, 교육재생회의(2006.10.10)는 1차 보고서(2007.1.24)와 2차 보고서(2007.6.1)를 통해 공교육재생과 교육신시대 기반 구축을 제시하고 있으나, 그 기본방향은 교육계의 시각보다 정치권 및 산업계의 요구를 반영하고 있다. 셋째, 교육재생회의에서 제시하는 여유교육의 재검토와 학력저하는 타당한 근거를 갖고 있지 못하며, 이 같은 신자유주의적 세계화 논리를 강화하기 위한 정책 수단으로 인해 교육현장에는 다시금 부작용이 나타나고 있다. 향후 일본의 교육개혁 방향은 금년 12월에 발표될 교육재생회의 제3차 보고서를 통해 좀 더 분명해 질 것으로 기대된다.
This paper analyses the current education reform in Japan in focus of the Education Rebuilding Council(敎育再生會議:ERC), which directly belonged to the ABE government. In order to understand the Japanese education reform, this study reviews some articles about the revision of the Fundamental Law of Education(敎育基本法) and examines the Education Rebuilding Council Reports which was published at January 24th(the 1st report) and at June 1st(the 2nd report). And this study also investigates different points of view on the Yutori education in regards to basic scholastic ability. This study discovered the following three points. First, the Japanese Fundamental Law of Education was revised at the 15th of December, 2006. This revision was a turning point which modified a whole postwar Japanese educational system from Liberal Democracy to Neo-Conservatism. Second, The two Reports of ERC(2007.1.24, 2007.6.1) made an initial step to regeneration of public education. But this reform reflected the needs of political and industrial Neo-Liberalism(based on Neo-Conservatism) rather than the educational view point such as Communitarianism. Third, there is no logical connection between the idea of ERC intending to discard Yutori Education and the decline of basic scholastic ability. The ERC has been based mainly on a politico-economic allegation, so it already produces some side effects in the school field.
