이 연구는 킨들버거(Charles P. Kindleberger)의 패권안정이론으로 트럼프 대통령의 경제정책 패키지 즉, 트럼포노믹스의 정치적 의도를 파악하는데 있다. 영국이 발행하는 이코노미스트는 트럼포노믹스에서 세 가지 연관된 딜레마를 찾아내고 트럼포노믹스의 실패를 예측한다. 그러나 패권안정이론의 시각으로 트럼포노믹스를 살펴보면 전혀 다른 그림이 나온다. 패권안정이론은 자유주의 세계경제가 안정적으로 작동하려면 경상수지적자를 감수하면서 기축통화를 발행하고 무역적자를 감수하면서 수출시장을 제공하고 자유주의 무역체제를 유지하는 패권국(hegemonic state)이 필요하다는 진술이다. 지금까지 미국이 이러한 패권국의 역할을 수행해왔는데 중국이 미국의 패권에 도전하고 있다. 그러나 중국은 기축통화를 발행하고 수출시장을 제공하고 자유주의 무역체제를 수호할 능력이 없다. 트럼포노믹스는 미국이 중국의 도전을 물리치고 패권을 유지하기 위한 전략이다. 트럼포노믹스는 보호주의로 미국 과학기술이 중국으로 흘러들어가 중국의 총요소생산성(Total Factor Productivity)과 GDP 성장률을 향상시키는 것을 막고 미국우선주의 경제정책으로 나머지 세계의 유수한 제조업체들을 가능한 많이 미국으로 불러들여 미국의 총요소생산성과 GDP 성장률을 향상시켜서 패권국 지위를 유지하겠다는 것이다. 성공적인 트럼포노믹스는 주권국가들의 국제정치체제에 중대한 위협을 가할 것이다. 트럼포노믹스가 나머지 세계에서 제조업체를 대대적으로 끌어들이는데 성공한다면 나머지 세계의 주권국가들은 제조업 공동화를 겪고 궁극적으로 주권을 잃을 수 있다. 한국이 트럼포노믹스가 창출하는 새롭고 위협적인 국제정치경제 환경에 적응하고 번영하려면 한미동맹을 강화하고 자유시장경제체제를 유지함으로써 제조업체를 활성화시키고 외국인직접투자 유치를 위한 효과적이고 효율적인 정책대안을 마련해야 한다. 트럼포노믹스는 국제정치경제를 외국인직접투자를 유치하기 위한 전쟁터로 만들어버리고 세계화를 배타적 경제블록으로 대체할 것이다.
This study finds out the political intentions of Trumponomics, economic policy mix of President Trump in Hegemonic Stability Theory of Charles P. Kindleberger. The Economist, weekly journal issued in Britain, predicts the failure of trumponomics because of the so called three interrelated dilemmas of trumponomics. But in the perspective of hegemonic stability theory, you can find totally different pictures. According to this theory, smooth operation of liberal world economy requires a hegemonic state that provides key-currency and export markets tolerating massive current-account deficits and trade deficits. On top of that, hegemonic state should manage liberal trade system. U.S has been performing the role of hegemonic state and China is challenging U.S hegemon. But China has no capability and willingness to provide the world economy with key-currency and export market and manage liberal trade system. Trumponomics is a strategy to ward off China’s challenge and keep U.S global hegemon. Strengthening intellectual property rights, Trumponomics will prevent U.S science & Technology from leaking to China and enhancing Total Factor Productivity and GDP growth there. And America-First Trumponomics will be able to maintain U.S hegemon enhancing U.S Total Factor Productivity and GDP growth by bringing excellent manufacturers from the rest of the world as many as possible. Successful Trumponomics wold threaten the international political system of sovereign states hollowing their manufacturing industries. To survive Trumponomics and thrive in new and hostile international political economy, South Korea should maintain manufacturers strengthening Korea-U.S Alliance and prepare effective and efficient policy mix to induce Foreign Direct Investment. Trumponomics will transform international political economy into the battle ground for Foreign Direct Investment inducement and replace the globalization with exclusive Economic Blocks.
