이 연구의 목적은 고등교육의 체육관련학 전공, 전공자만의 국가자격 취득, 국가자격 취득자만의 노동시장의 진입이라는 교육 및 노동시장의 선순환 구조를 위하여 국가자격의 문헌고찰과 함께 전문직으로 나아가야할 방향을 제시하는데 있다. 자료탐색은 학술지, 단행본, 정책보고서, 법제처 자료인 국민체육진흥법 및 스포츠산업진흥법 등의 자료를 이용하였고, 연구 범위를 국가자격 취득자인 경기지도사, 생활체육지도사, 스포츠경영관리사로 제한하였다. 자료탐색을 위한 핵심어로는 전문가, 전문직, 전문성 등의 단어가 사용되었다. 체육 및 스포츠 분야는 국민의 건강, 여가, 복지생활을 지원하는 중요한 분야로서 그 전문성과 전문화는 필연적 요구 사항이기 때문에 노동시장에서 체육관련학 전공자의 직업이 전문직으로 정립되어야 한다. 체육 및 스포츠관련 분야는 직업운동선수, 감독 및 코치, 운동 및 스포츠관련 지도자(강사), 체육교사, 여가 및 스포츠 관련 종사자 등으로 분류되고 있으며, 이는 국가자격인 경기지도사, 생활체육지도사, 스포츠경영관리사 등의 명칭과 일치되지 않는 것으로 나타났다. 전통적 관점에서 전문직의 주요 특성이 독점과 자율성이기 때문에 체육 및 스포츠부문의 국가자격증이 독점을 지닌 배타적 권한의 자격증으로 전환되어야 한다. 이를 위해 생활체육지도사, 경기지도사, 스포츠경영관리사의 국가자격증이 단순한 능력인정형 자격에서 면허형 또는 의무고용형 국가자격이 되어야 한다.
The purpose of this study was to provide a review of current knowledge concerning the jobs within sport and recreation to improve status in the profession for students majoring in sport and recreation. A search for articles was done using government legistration containing the acts of sports industry and promoting sports, the database of articles, and government reports. Keywords used were profession, professionalism, and professionalization based on functional approach to promote social status and professional qualities for the students majoring in sport and recreation. Some of the articles reviewed have a functional perspective, in this paper they are analyzed from a societal perspective and labor market. Although there are several categorizations for jobs within sport and recreation services such as a professional athlete, coach, sports instructor, physical education teacher, and others in sport or recreation, the categorization of jobs should be lined with the naming of national certifications. This study showed that the act of Accredited programs offering specific period for seeking the national certification of sports coaching and sports management should be repealed. The person who majored in sports and recreation in higher education or took the related subjects in higher education should be get permission to apply the national certification of sports and recreation.
