북핵 고도화 여건에서 북핵 억제 ‧대응의 쟁점 및 발전 방향 등을 살펴보았다. 현재, 사용 가능한 북핵 억제 ‧ 대응 수단은 핵우산 포함 확장억제와 3축 체계인데, 그중에 효과적인 것은 미국이 제공하는 핵우산이다. 하지만, 미국 핵우산의 무조건적 작동 여부에 대한 확신이 부족하다. 국제정치의 변화무쌍함 때문이다. 북핵 억제 ‧ 대응 수단의 발전이 필요하나, 수단의 변함없는 작동을보장하는 신뢰성 있는 체계의 구축도 필요하다. 확장억제 신뢰성 제고의 핵심은 확장억제 전 과정에 대한 한국의 참여이다. 유사시 핵 사용 대상이 북한지역이고 그 결과가 한국에 직접 영향을 미친다는 측면에서 핵운용 및 사용 결심 과정에 대한 한국 참여는 당연하다. 핵에 관한 정보공유, 협의 및 공동기획 ‧ 실행 등의 확장 억제 협력이 이루어져야 한다. 한국의 잠재적 핵능력 확보도 추진되어야 하는데, 잠재적 핵능력은 확장억제 미작동 상황에서, 시간이 걸리더라도, 자체핵무장을 통한 북핵 억제 ‧대응을 가능하게 한다. 마지막으로, 3축 체계 능력의 발전이 필요하다. 여기에는 기존의 물리적 능력만이 아니라 전자전 및 사이버‧ 마그네틱전 능력 등 비물리적 능력 발전이 포함되어야한다. 한편, 한반도에서도 핵전쟁이 발발할 수 있다는 가정하에 북핵 대비 군사전략 및 작전계획 수립에도 적극적으로 노력해야 할 것이다.
This paper examines deterrence against North Korea’s nuclear weapons use, the contending issues surrounding it, and the direction for future advancements in deterring and responding it. Currently, the policy options available to deter and respond to North Korea’s nuclear weapons use include the ROK triad system and U.S. extended deterrence such as a nuclear umbrella. The most effective of these is the U.S. nuclear umbrella. However, given the ever-changing nature of international politics, there is no guarantee that the U.S. nuclear umbrella would be activated unconditionally. While acquiring deterrence and response capabilities to North Korea’s nuclear weapons use is important, building a highly reliable system that guarantees activation of the triad system and extended deterrence is also necessary. The key to increasing the reliability of extended deterrence is ROK’s participation in the entire process. ROK’s participation is only natural in the sense that the target of U.S. nuclear weapons in a contingency would be located in North Korea, which would directly affect South Korea. Extended deterrence cooperation such as information-sharing, consultation, joint planning and execution must take place. Additionally, ROK must pursue latent nuclear capabilities since this will enable the country to deter and respond to DPRK’s nuclear weapons in the case of the U.S. nuclear umbrella’s failure to be activated, although building latent nuclear capability would take time. Finally, the capabilities of the triad system must be further developed. Specifically, non-kinetic capabilities for electronic and cyber-electromagnetic warfare must be developed in addition to the kinetic capabilities. At the same time, military strategies and operation planning must be established with the possibility of a nuclear warfare on the peninsula in mind.
