본 연구는 Ansell & Gash(2007)의 협력 거버넌스 모형을 활용하여 대구·경북지역에서 국책사업인 첨단의료복합단지를 유치하는 과정의 거버넌스 구조의 특성과 구축과정을 분석함으로써 모형의 현실 적합성을 살펴보고 실제적 거버넌스 구축을 위한 규범적인 측면에서의 시사점을 도출하고자 하였다. 사례에서의 협력과정과 활동은 상당부분 Ansell & Gash 모형이 제시하는 협력 거버넌스의 이론적 내용처럼 구축되고 발전되었던 것으로 분석되고 있다. 하지만 이 모형이 제시하고 있는 내용과는 달리, ‘초기조건’이나 ‘제도적인 설계’가 협력과정에서 변화‧발전된다는 점, 리더십이 ‘초기조건’의 형성과정에도 영향을 미치는 점, 협력 거버넌스의 구성과 운영에서 실무 조정자(coordinator)의 역할이 중요하다는 점 등 국책사업 유치라는 사례의 특성에서 비롯되는 상이한 측면들이 발견되었다. 아울러, 본 연구의 결과를 통해 지자체의 협력 거버넌스 구축전략에서 실무적인 몰입을 위한 전담조직의 중요성, 핵심 이해당사자들의 탐색과 역할 부여, 그들의 관심과 참여를 확산시킬 수 있는 다양한 간담회·세미나·심포지엄 등의 개최, 리더의 수용적 자세, 그리고 지역 내 협력뿐만 아니라 지역 간의 협력을 통해 거버넌스의 자원을 확대시키는 노력 등이 필요하다는 정책적 함의를 도출할 수 있다.
This paper explored the characteristics of governance structure and the governance building process of attracting the High-tech Medical Complex, a national project, in Daegu-Gyeongbuk regions by utilizing the collaborative governance model of Ansell & Gash(2007). In doing so, this research examined actual suitability of the model and drew out normative implications for constructing substantial governance. The collaborating processes and activities of the case were constructed and developed like the theories which the model suggested, to a large degree. However, there were some differences from the model, derived from the attributes of the case, as follows: 1) starting conditions and institutional design changed and developed in the collaborating process; 2) leadership also influenced the building process of institutional design; and 3) the role of practical coordinator in building and operating collaborative governance was quite important. Based on the results of analysis, this paper drew out some policy implication for governance building strategies, as follows: 1) the importance of dedicated organization which can commit governance; 2) the need of investigating key stakeholders and empowering important roles to them; 3) the need of holding diverse seminars and symposiums which can contribute to increasing the interests of stakeholders; 4) the receptive attitude of leaders; and 5) the importance of collaboration between regions.
